Regulation of the Minister of Public Works no. 27/PRT/M/2016 of 2016 concerning the Implementation of Drinking Water Supply Systems.

This Ministerial Regulation, in order to implement provisions of article 16, 24, 32, 51, 65 of the Government Regulation no. 122 of 2015 about Drinking Water Provision System, concerns the maintenance of a drinking water supply system. The Regulation defines: water for household use, as the water originating from surface water, groundwater, rainwater sources, and meeting certain defined quality standards; drinking water; domestic and non-domestic drinking water; waste water management system; implementation of drinking water supply system; development of the country; human resources development; water resources business permit; state-owned enterprises; community management. Concerning the purposes, this Regulation aims at: providing guidelines for the central and local governments, and the involved stakeholders in the management of the drinking water supply system, in compliance with the basic management process; ensuring the whole population an affordable and efficient drinking water service, in order to balance interests between customers and producers, and guarantee people’s water rights.
Matters covered by this Regulation include: drinking water supply system management; principles of drinking water supply system implementation: sustainable development, good governance; preparation of Policies, Strategies and Master Plan on water supply system; description of the content of Policies and Plans; sources of financing; mapping of raw water supply system, and of service area distribution plans; challenges and hindrances to the implementation of the Plans; conditions of water supply system in the provinces; planning standards and criteria for improvement of water services; projected water needs; institutional development of drinking water services; works for ensuring adequate water supply system: shallow and pump well, rainwater storage tanks, spring catcher building; monitoring and evaluation activities; procedure for the issuance of a water resources business permit; role of local communities in the implementation process; construction and supervision process.
The Regulation include the following attachments: standards documents for the implementation of the drinking water supply system; description of institutional background, legal framework, aims and objectives, Policy directions, technical Regulations; documents for preparing a cross-provincial drinking water supply system Master Plan; details of the facilities and infrastructure for collecting and supplying raw water, including water storage building, measuring tools and monitoring equipment, pumping systems; quality management standards documents; performance recording standard documents; technical and financial evaluation; evaluation of drinking water services.
