Abstract
This Regulation, implementing provisions of article 3, 7, and 10 of the Law no. 11 of 1974 concerning irrigation, provides for defining State s responsibilities and duties in ensuring the fulfilment of people's right to a safe drinking water. The Regulation covers the following matters: providing drinking water; drinking water supply system; domestic and non-domestic waste water management system; roles of central and local governments; community participation in the implementation of drinking water supply system; minimum service standards, as type and quality of basic services. The Regulation concerns: types of drinking water supply systems through pipeline or not pipeline network; production and distribution units; quality of drinking water produced; water storage buildings; water abstraction and prevention of environmental damages; rainwater storage tanks; drinking water supply Master Plan; prevention of water pollution; customer rights and obligations; tariffs, levies and financial contributions.
