The Regulation appoints the Authorities for the management of water and water resources in river basins specified in Annex I, II and III. These authorities are the Provincial Government (for river basins listed in Annex I), the Minister of Public Works (Annex II) and certain Legal Entities specified in column 6 of Annex III for basins listed in Annex III. Chapter III provides for executing agencies.
