Regulation of the Ministry of Environment and Forestry Number P.11/MENLHK/SETJEN/KUM.1/5/2020 concerning Community Plantation Forests (HTR).

This Regulation, implementing provisions of article 40 paragraph (7) and article 41 paragraph (3) of the Government Regulation No. 6/2007 on forest arrangement and formulation of forest management plan as well as forest exploitation, aims at increasing forest productivity and environmental quality, diversifying forest products, enhancing sustainability of raw materials for forest product industry, enhancing capacity building of communities in forest management. The Regulation concerns: community plantation forest; business permit for the utilisation of timber forest products; forest farmers group; forest farmers’ cooperative; silvicultural system; agroforestry; protected area.
Matters covered by this Regulation include: requirements and procedure for the issuance of business permit for the utilisation of timber forest products; arrangement of permits work area, in order to optimise the production and pay constant attention to the environmental aspects; activities included and permitted within a protected area, including: land-use management, planting, harvesting; plant types and silvicultural system management, including: species and varieties of trees and plants, woody forest plants, bioenergy producing plants, plants and trees cultivated to support the forest product industry for biofuels, chemicals, cosmetics production and food security; business permit for non-timber forest products, including: honey processing, resins and rubber production; special fund for community plantation forest activities; rights and obligations of permit holders.
