Abstract
This Order regulates the use of organic fertilizers and soil improvers to minimize the risk of transmissible spongiform encephalopathies and other animal diseases.
The Order places restrictions on the having in possession or use of organic fertilizer or soil improver that contains specified material as defined in the European Communities (Transmissible Spongiform Encephalopathies and Animal By-products) Regulations 2008. The Order also; (a) prohibits the use a composting plant or biogas plant to produce a fertiliser or soil improver that consists of or is manufactured using processed animal protein except under and in accordance with a licence granted by the Minister; (b) restricts access of farmed animals to land treated with fertilizer of soil improver the use of which is restricted by this Order; and (c) prohibits the making of ensiled crop or hay on treated land.
