Abstract
These Regulations give effect to Council Directive No. 70/458/EEC. They: (a) provide that vegetable seed may not be marketed unless it has been certified, closed and labelled in accordance with the EEC Directives on the marketing of vegetable seed; (b) provide that vegetable seed may not be marketed unless it is seed of a variety registered in the National Catalogue (which shall continue in being under these Regulations) or in the EEC Common Catalogue; and (c) provide for the registration by the Minister for Agriculture of any person who carries on the business of processing, importing or packing of vegetable seed. These Regulations apply to vegetable seed other than vegetable seed which is shown to the satisfaction of the Minister to be intended for export to a third country. Vegetable seed shall not be placed on the market unless unless requirements laid down in regulation 6 are met. The Minister may derogation from certification and marketing provisions pursuant to regulation 7. Regulation 8 provides for packing of seed, whereas regulation 9 concerns labelling of seed.
