Abstract
This Act applies to animals specified in a declaration made under section 2, or to any animal which is bred or kept for production of food, wool, skin, fur, or feathers or for use in, or for the purpose of, the farming of land or animal husbandry (sect. 2). Regulation-making powers of the Minister with respect to the protection of animals to which the Act applies are outlined in section 3. Persons who are owners or have animals under their control shall inspect the condition of animals and of equipment at least once a day if animals are kept in intensive units as defined in section 1 (sect. 4). Buildings or structures may be declared to be intensive units by the Minister under section 6. Section 7 requires the keeping of records of inspections made under section 4. Section 5 prescribes requirements with respect to feeding. Powers of inspectors, being veterinary surgeons appointed by the Minister, include inspection, examining, testing and sampling of animals and feedstuffs (sect. 8). The remaining provisions of this Act deal with offences, with evidence of certificates signed by the State Chemist or the Assistant State Chemist certifying certain examinations, tests, etc. carried out by an inspector under section 8, and together with further regulation by the Minister.
