Abstract
This Act provides both for animal health and animal welfare. They renew legislation in this field, notably the Protection of Animals Acts 1911 and 1965 and the Diseases of Animals Acts 1966 to 2011. The Act expresses the consideration that major breakdowns of animal welfare there are often both health and welfare issues to be dealt with.
The Act provides for, among other things, prevention and control of animal disease, requires keepers of animals to provide animals with adequate quantities of suitable food, provide with respect to prevention of cruelty, regulates the mutilation of animals e.g. castration, disbudding and tail docking, provides with respect to codes of practice, provides for destruction, disposal of animals and provides with respect to animal tracing systems. The Act also provides for functions of local authorities and enforcement and define offences.
As for disease prevention, this Act applies to a disease specified in Schedule 2 and to an agent of such a disease. The Schedule may be amended by the Minister. Persons who possess animals shall have regard that the animal shall not stray from the premises. The Minister may by order declare the State, or part of the State, to be a disease eradication area. The Act also prohibits the spreading of diseases and the poisoning of wild birds. Schedule 3 lists matters in respect of which animal health and welfare Regulations may be made.

An Act to revise the law relating to the health and welfare of animals and their protection and identification; to provide for the regulation of certain activities relating to animals; to prevent cruelty to animals; to make provision for the licensing of animal marts and for levies for the purposes of animal health and the control of animal diseases; to repeal various enactments relating to animals; to amend the Dog Breeding Establishments Act 2010, the Animal Remedies Act 1993 and the Welfare of Greyhounds Act 2011 and to provide for related matters.

No. 25 of 2022), made 22 January 2022, were considered in the preparation of this revision.Regulations made under the Diseases of Animals Act, 1966 shall be considered Regulations made under this Act. All Orders made under the Diseases of Animals Act 1966 that are being carried forward are listed in the Bill while all others will be repealed.
