Abstract
This model Bylaw sets recommendations to local authorities on the treatment and disposal of industrial sewage into the sewage system. It charges all generators of wastewater with responsibility for adequate treatment and disposal in such a manner as to prevent health and environmental nuisances and water source contamination. It provides local authorities with a legal tool enabling efficient supervision over industrial sewage, defined in the Bylaw as "waste matter removed from an industrial plant by a stream of water." The Bylaw sets forth prohibitions against the discharge of sewage from an industrial plant into the sewage system, requirements for sewage checks and tests and presentation of results to the head of the local authority, and requirements for granting a permit for sewage discharge to designated plants. The Bylaw also establishes a sewage tariff for the discharge of industrial sewage.
