Abstract
This Law implements the relevant international convention, the subject of which is the prevention of land-based sources of sea pollution and to which Israel is a party. The Law is based on the prohibition not to dump, or cause to flow into the sea, waste or sewage from a land-based source, in order to dispose of them in the sea, directly or indirectly, save under a permit pursuant to this law and the regulations promulgated according to it. "Sea" is defined as the Mediterranean, the Red Sea, and the Dead Sea, including their coasts up to the freshwater line. The Minister of the Environment shall set up a Permits Committee and shall organize inspection services. If an offence to this Law is alleged, it shall be a good defence if it can be proven that the dumping or flow of waste into the sea was necessary due to an accident or damage, or due to a real danger to human life; and that all reasonable measures where undertaken to prevent the dump or flow of waste into the sea. This Law applies to the State as well.
