Abstract
These Rules have been framed in exercise of the powers conferred by section 24 of the Coastal Aquaculture Authority Act, 2005 (24 of 2005) and in supersession of the Coastal Aquaculture Authority Rules, 2005.
Rule 3 provides for guidelines which must be complied with by all coastal aquaculture units and activities. Rule 4 lays down the terms and conditions of service of the chairperson and members of the Coastal Aquaculture Authority (Authority). The functions of the Authority, in addition to those mentioned in the Act are contained in Rule 5. The Rules also provide for the procedure of registration for coastal aquaculture unit or coastal aquaculture activity and the manner in which such applications must be considered. Rule 17 constitutes an environmental monitoring committee to assess the cost of damage to the environment.
Rule 18 requires the Authority to constitute expert committees to recommends standards of product or labelling, and prohibition of pharmacologically active substance, antimicrobial agent or other material, the use of which may cause harm to human health. Further, all aquaculture inputs used in coastal aquaculture are to be certified as per guidelines mentioned in clause (e) of Rule 3. As per Rule 19, the Specific Pathogen Free certification is mandatory for all Broodstock Multiplication Centres, Nucleus Breeding Centres, Live Feed Units for Artemia and Polychaete worms and the stocks therein. The process of health monitoring, disease surveillance, chain of custody sampling and testing to conform the freedom from diseases or pathogens shall be as specified in the guidelines mentioned in clause (d) of Rule 3.
