Abstract
This Act establishes the Haryana Water Resources (Conservation, Regulation and Management) Authority in the state of Haryana. The Act provides for the appointment, terms of office, salary, allowances and other conditions of service of Chairperson and Members of the Authority. The Act requires the Authority to prepare an Integrated State Water Plan based on water plans prepared for every block. The Act lays down the powers, functions and duties of Authority and requires it to prepare a consolidated State Groundwater and Surface Water Plan and also a State Water Security Plan. The Authority has powers to decide the tariff for bulk and treated waste water and appoint an officer for entry and inspection. The Act promotes self-regulation, rainwater harvesting, catchment conservation, groundwater recharge, re-cycling and re-use of water for non-potable use. The Act provides for offences and penalties, auditing of accounts of the authority and preparation of annual reports.
