Abstract
These Rules are framed by the government of the state of Maharashtra in exercise of the powers conferred by the Indian Veterinary Council Act, 1984 (Act). It consists of twelve parts, namely: I. Preliminary; II. Establishment and Composition of the State Veterinary Council; III. Election of Members to the State Council; IV. Election of President of the State Veterinary Council; V. Procedure of transaction of business of the State Council; VI. Powers and Duties of the President; VII. Executive and Other Committees; VIII. Fees and Allowances to President, and other Members of the State Council and Members of the Committees; IX. Tenure of Office, Powers and Duties of Registrar and other Officers and Servants of the State Council; X. Registration; XI. Accounts; and XII. Miscellaneous.
Part II establishes the Maharashtra State Veterinary Council (Council) and provides for the composition thereof, term of office of the President and members of the Council. Part III & IV contain the procedure for election of members and the President to the Council. Part V makes provisions in respect of business of the Council including time and place, quorum, minutes of the meeting etc. Part VI states that the President shall exercise such powers and perform such duties as necessary in furtherance of the objects for which the Council is established. Part VII provides for constitution of executive committee and other committees as the Council considers necessary. Part X requires the Council to maintain the State Veterinary Register, as provided for under Section 44 of the Act and lays down the procedure for such registration. Part XI states that the Council shall maintain appropriate accounts and prepare an annual statement of accounts. Part XII provides for the powers of executive committee.
