Abstract
The purpose of this Order is to ensure plant quarantine measures when importing plants and plant products into India. No category of plant materials shall be allowed to be imported from countries listed in Schedule-IV. Permits shall be required for import of Germplasm, Transgenic or Genetically Modified Organisms, of live insects and microbial cultures, and of timber.
No import permits shall be issued for consignments other than those listed in Schedule-V, VI and VII, unless the pest risk analysis (PRA) is carried out in accordance with the guidelines issued by the Plant Protection Adviser (PPA) based on the international standards. Commercial import of seeds of coarse cereals, pulses, oil seeds and fodder seeds and seeds/stock material of fruit plant species for propagation shall only be permitted based on the recommendations of EXIM Committee of Department of Agriculture &Cooperation, except trial material of the same as specified in Schedule-XII.
Post-entry quarantine (Chapter IV) plants and seeds must be grown in post-entry quarantine facilities, and plants affected by pests and diseases shall be subject to destruction or advise on curative measures if deemed necessary. Relaxation conditions of Import Permit and Phytosanitary Certificate in certain cases (Chapter VI) is regulated by the Joint Secretary in-charge of Plant Protection in the Department of Agriculture & Cooperation shall be the competent authority.
Every application for import of plant germplasm/ transgenics/genetically modified organisms for research/experimental purpose by the public/private organizations will be submitted to the Director of the National Bureau of Plant Genetic Resources in New Delhi.

Entry into force notes
Sub-clause (22) of clause 3 shall come into force on 1 April 2004. Provisions of this Order shall come into force on 1 January 2004.
