Abstract
This Act provides for administration and regulation of supply and purchase of sugarcane to factories in Uttar Pradesh. Chapter II establishes the Cane Development Council (Council) for the execution of the development plan in all its essentials, such as, cane varieties, cane seed, sowing programme, fertilizers, irrigation, prevention and control of pests and diseases, and training cultivators of sugarcane. A fund of the Council is created for carrying out the functions and duties of the Council. A Sugar Commissioner and a Cane Commissioner are to be appointed by the state government. Chapter III makes provisions for supply and purchase of cane. The requirements of cane by factories may be estimated and any area may be reserved or assigned for supply of cane to a factory, as ordered by the state government. The payment for cane purchased by the factory must be made in a speedy manner, and a commission must be paid to Cane-growers Co-operative Society. The state government may declare that use of any variety is unsuitable for use in factories.
