Abstract
These Rules are framed by the central government in exercise of the powers conferred by sub-section (1) of section 64 read with section 15 and section 21 of the Indian Veterinary Council Act, 1984. They consists of seven parts: I. Preliminary; II. Eligibility Criteria for Recognition of Veterinary Colleges; III. Application for Recognition of a Veterinary College or Veterinary Qualification; IV. Application for Increasing the Admission Capacity in the Recognised Veterinary College; V. Advisory Committee; VI. Inspection; and VII. Restoration of Recognition of De-Recognised Veterinary College or Veterinary Institution.
Part I contains the short title, commencement and definitions. Part II prohibits establishing a Veterinary College and admitting students without prior permission. It also provides for the eligibility and qualifying criteria for organisations that can apply for recognition under the Rules. Part III lays down the procedure for application, subsequent evaluation and grant of recognition to a Veterinary College or veterinary qualification. Part IV makes provisions for increasing the admission capacity in a recognised Veterinary College. Part V empowers the central government to constitute an Advisory Committee of experts and delegate the duties of the Veterinary Council of India if the Council fails to perform its duties under the Rules in respect of inspections and recommendations. Part VI provides for inspection of Veterinary Colleges or Veterinary Institutions for compliance of the Rules and Part VII contains the procedure for restoration of recognition of de-recognised Veterinary College or Veterinary Institution.
