Establishment of Animals' Genus Law No.116 of 1976.

This Law consisting of 9 articles aims at (i) improving the genetic heritage of local animal; (ii) increasing their production efficiency with regard to meat, milk, leather and other products; (iii) preserving the authenticity of the Arabian horses and the purity of their blood; and (iv) to limit the introduction of foreign horses of unknown lineage. It establishs that the Minister of Agriculture and Agrarian Reform may decide to prohibit the export without permit of any type of animal, part or whole, outside the country. The Ministry of Agriculture and Agrarian Reform announces the areas in which animal sex improvement operations are conducted and the process of reproduction through sperm in these areas, for bulls and rams, is permitted only after the approval of the major IVF centers, while for free-range horses it is necessary the approval of the competent authority at the Ministry. The artificial insemination centers will neuter animals that are not suitable for reproduction. It is not permissible, after the lapse of eight years from the entry into force of this law, for any horse or mare to participate in the racing fields or the animal exhibitions held inside and outside the country if not already registered in the Arabian Horse Pedigree Register, approved by the competent authority in the Ministry of Agriculture and Agrarian Reform, and the certificate for his registration has been issued. It is not permissible to introduce free-born, non-Arab horses into the country, except after being castrated by the IVF Center.
