Abstract
This Law consisting of 27 articles aims at organizing the management, protection, maintenance and improvement of forests; increasing green space; protecting the environment and reducing the effects of climate change; encouraging agricultural investment in forestry; providing some raw materials required by the industry; preserving natural varieties and maintaining their genetic origins; and providing tourist and recreational areas.
To protect the forests is established the following: it is allowed transfer public land ownership only if included in a strategic project; approval by the Ministry of Agriculture and Water Resources in the Kurdistan Region is required for: create, modify, or transfer any other right, but the ownership; rent forest land; establish public or private facilities; planting and exploitation of forest land; plant, cut or trim forest trees; grazing in burned areas; build dams or barriers on rivers going through the forest or to extend the high-pressure power lines; establish quarries or mines; and split up forest land.
Rules are provided for: people living inside the forests; grazing; exploitation of private forests; the allocation of land without forests. Licenses are required to: cut, transport or carbonize fruit trees; prune forest trees; make charcoal in the forests. It is prohibited: let out plant and animal germplasm of forest areas; enter the forest seedlings non-compliant with the terms and regulations of Plant Protection; throw solid, liquid or radioactive waste, or any polluting or harmful materials; and light fires. Season grazing in the forests and grasslands is determined in coordination with local administrations.
