Abstract
This Vision 2030 is a nationwide multisectoral document representing a road map and an action plan to which all ministries and local governments should adhere given their belief in the importance of strategic planning to achieve all the programs and implement all the policies and projects to ensure the realization of “Empowered Iraqis in a safe country and unified society with a diversified economy, sustainable environment, justice and good governance". To overcome the challenges of the current historical moment, the Vision identified five priorities with quantitative, measurable, and implementable goals: (i) build man, (ii) good governance, (iii) a diversified economy, (iv) a safe society, and (v) sustainable environment. In addition, specific implementation mechanisms were identified. The Vision envisions a renewed social contract between the State and its citizens, aiming to build trust in the government and create opportunities for self-development and income generation. The state's focus is on developing economic activities, implementing reforms to address past challenges, and formulating development strategies in response to external and internal challenges. The overarching goals include building the well-being of citizens on spiritual, psychological, and physical levels, and nurturing generations capable of innovation and achievement. The vision also emphasizes the importance of active administrative institutions that uphold political, civil, and human rights, ensuring justice and equality for all citizens before the law. Economic aspirations center on establishing a diversified social market economy, creating decent job opportunities, and achieving economic welfare through joint management of the public and private sectors. The vision aims to foster a safe society characterized by peace, citizenship values, solidarity, and achievement. Environmental sustainability is a key component, with a focus on creating a clean, safe, and sustainable environment for current and future generations. This involves integrating environmental considerations into development plans and policies to improve human life quality, ensure sustainable production and consumption patterns, and mitigate the impact of pollution and climate change. The overall objective is to enhance biodiversity protection and guarantee equal rights through governmental institutions that respect the political, civil, and human rights of all citizens, promoting desired outcomes and achieving equality.
