This Specification defines the requirements for soft flour wheat intended for human consumption and used for preparing bread, and was issued to preserve the health of the consumer and obtain a product of good quality. The flour must be produced from clean, healthy, insect-free wheat that complies with Iraqi Standard Specification No. 2508, retaining its natural properties, free of unnatural odors, flavors, dirt, foreign matter, rodent remnants, and lumps, with a homogeneous color, unmixed with other flours, and may include approved quantities of malted wheat products, vital wheat gluten, vitamins, minerals, amino acids as specified by health authorities, and must be fortified with iron (ferrous sulfate) and folic acid, while meeting all limits specified in the attached Table 1. Table 2 specifies the fineness of flour. Article 5 states that flour may be supplemented with specific non-harmful enzymes, in quantities consistent with good manufacturing practices, to enhance its quality or replace nutrients lost during processing. According to article 6, flour must be free from harmful levels of heavy metals, comply with international limits for mycotoxins, and must not contain harmful molds or toxins. Flour production and handling must follow the health and safety conditions outlined in Iraqi Standard Specification No. 356, ensuring compliance with microbiological limits, internationally accepted pesticide residue levels, and permissible radioactivity rates set by health authorities. Marking information is provided in Article 8. Flour must be packaged in clean, non-reused containers that meet health, technical, and safety standards, protect against moisture, contamination, and undesirable substances. If packed in bags, they must be strong, well-made, and comply with Iraqi Specifications (article 9). Under Article 10, flour is stored in clean, dry storage facilities that are well-ventilated, in accordance with the rules of proper storage requirements. It should be protected from insects and rodents, and kept away from storage areas of toxic pesticides and other harmful substances.
