Joint Minutes concerning the provisional division of the waters of the Euphrates River.

These Joint Minutes concern the provisional division of the Euphrates waters between the Republic of Iraq and the Syrian Arab Republic. Intensification of the consultation for reaching a bilateral agreement between them to facilitate the fulfillment of their common wish of reaching a trilateral agreement with Turkey. The two Parties, Iraq and Syria, in anticipation of reaching the trilateral agreement with Turkey, agreed on the following: a) the Iraq water share on the border region between Iraq and Syria is 58 percent as a fixed annual total percentage (water year) of the water of the Euphrates River allowed to pass to Syria through the border with Turkey, and the Syrian share of water is the remaining amount, 42% of the water of the Euphrates River allowed to pass through the border between Turkey and Syria; b) creation of a joint committee to specify technical and administrative details to ensure the correct implementation of the Agreement.
