Abstract
This Law, comprising 12 articles, aims to secure high-quality petroleum products for citizens, protect them from the harmful effects of petroleum products on public health and the environment, provide equal opportunities for the private sector, and prevent monopolies. Article 1 establishes that private sector companies - national or foreign -registered in the Kurdistan Region may, upon obtaining a license from the Ministry of Natural Resources, import, store, transport, and sell petroleum products for domestic use, either directly or through authorized agents. These products include gasoline, diesel, engine oils and greases, liquefied petroleum gas (LPG), kerosene, liquid asphalt, and petrochemicals. Under Article 3, companies importing petroleum products under this Law may construct or lease fuel stations and storage facilities, but they are prohibited from engaging in the storage or sale of domestic petroleum products. Companies that import and sell petroleum products and storage companies are obligated to comply with health, safety, environmental protection, and quality control requirements, monitored by the Ministry of Natural Resources and the relevant ministries and bodies. Companies licensed before this Law’s enactment must comply with its provisions within 90 days.
