Law No. 4 of 2021 - Law for the Protection of Water and Sewerage Projects and Networks in the Kurdistan Region of Iraq.

This Law, consisting of 28 articles, aims to (i) protect water and sewage projects and networks from encroachment and violations; (ii) ensure the technical efficiency of these networks; (iii) safeguard the environment; (iv) maintain the cleanliness of drinking water for subscribers and prevent water waste and its mixing with sewage to prevent the spread of epidemics and diseases; (v) protect public health, the environment, and infrastructure; (vi) prevent the waste of public resources; (vii) punish violators and those who encroach on water and sewage projects and networks by granting authority to the competent body. Article 3 establishes a special Committee to monitor and document violations and transgressions related to water and sewage systems. The Committee reports these cases to the responsible authority, which issues the appropriate decision and determines the penalty in accordance with this Law. Violations and transgressions are categorized as actions that damage infrastructure, unauthorized connections, or failure to comply with safety or environmental regulations. Additionally, Article 14 prohibits carrying out any work, such as construction, laying internet and electricity networks, placing electricity poles, or any other work, within the boundaries of the prohibited projects and networks without obtaining the approval of the relevant authority.
To protect the environment, Article 19 requires all projects that generate heavy or chemical liquid waste - including residential, commercial, industrial, tourism, and health projects, as well as car washes, fuel stations, and vehicle service areas - to install suitable wastewater or chemical treatment units.
