Law No. 47 of 2012 on Registration and Certification of Pesticides.

This Law, consisting of 13 articles, aims at protecting human beings, animals, vegetables and environment from the possible damages derived from the use of unregistered and unapproved pesticides. To this end, the Law provides for rules to register, approve and manufacture pesticides. It establishes the National Committee for Pesticides Registration and Approval, chaired by the Minister of Agriculture. Main tasks of the Committee are (i) registration and approval of pesticides; (ii) cancellation of pesticides' registration based on new knowledge; (iii) issuing the official registration certificate; (iv) grant permits for manufacturing pesticides; (v) permitting import/export of pesticides; (vi) ban or restrict the use of pesticides; (vii) research issues. The Decree describes in detail procedural aspects related to the competences of the Committee. It also lists motivations to cancel the registration, such as (i) harmful effects on health; (ii) false certification; (iii) if included in the list of pesticides prohibited by FAO or by the United Nations Environment Programme (UNEP); (iv) in case of corrupt or fraudulent pesticides.
