Abstract
This Law consisting of 20 articles aims to The aim of this Law is to (i) provide electrical energy to meet the needs of society and the national economy; (ii) regulate operational activities such as production, transmission, distribution, purchase and sale of energy; (iii) organize investment activities, including building and rehabilitating projects related to providing electrical energy; (iv) regulate the entry of the national and foreign private sector into investing in the construction of new production and distribution stations, and provide the necessary legislative and institutional environment for that; (v) support and encourage the use of renewable energies in various fields and localize their industries; (vi) gradual transition from central management to decentralized management in the activities of operating and maintaining production and distribution facilities. The Law officially declares its intention to support renewables, increase efficiency, and protect the environment. The Ministry of Electricity, established under article 1 shall undertake the following main functions (i) formulating sector policies; (ii) strategizing energy use; (iii) managing public sector energy systems; (iv) expanding transportation networks; (v) investing in infrastructure; (vi) facilitating public-private partnerships; (vii) regulating local government involvement; (viii) fostering international cooperation; (ix) representing Iraq in relevant forums; (x) recommending licenses for private investment; (xi) establishing guidelines for sector participation and consumer protection.
To realize economic reform in the electricity sector, the Ministry is empowered to: restructure affiliated companies, convert them into joint stock companies, manage assets during transition, facilitate public-private partnerships, and update production and distribution methods to align with technological advancements (article 8).
