Abstract
This Law, comprising 15 articles, recongnizing the importance of electricity to citizens’ lives and public health, its impact on infrastructure, and the need to reorganize the Ministry’s operations, aims to achieve the following objectives (i) ensure the reliable provision of electricity essential to public welfare; (ii) safeguard and support critical infrastructure dependent on electricity; (iii) restructure and enhance the efficiency of the Ministry’s operations in response to sectoral developments; (iv) enable the Ministry to fulfill its mandates and duties in regulating and overseeing activities carried out by both the public and private sectors; (v) develop the electricity sector in accordance with the needs of society and the national economy; (vi) encourage domestic and foreign investment in the sector; (vii) support and promote the diversification of electricity sources; (viii) regulate all electricity-related activities—generation, control, transmission, distribution, and use while protecting the environment and ensuring access to electricity across all areas of the Kurdistan Region; (ix) prevent electricity waste, monopolistic practices, and price manipulation; (x) establish and enforce penalties for tampering with electricity networks. Licensed or contracted companies in the electricity generation sector may not transfer or assign their work without prior approval from the Ministry, in accordance with a regulation issued by the Regional Council of Ministers. Under Article 8, a Council is formed within the Ministry to discuss the following matters and issue the necessary decisions, instructions, and recommendations (i) regulating the policy for electricity generation, control, transmission, and distribution, and developing strategic plans; (ii) regulating investment in the electricity sector; (iii) organizing the structure, tasks, and functions of the Ministry's departments.
The Ministry is responsible for (i) electricity generation, transmission, distribution, and infrastructure operation; (ii) ensuring efficient, standards-based network management; (iii) regulating consumption and pricing; (iv) promoting renewable energy; (v) protecting the environment and public safety; (vi) developing staff capacity; (vii) licensing and contracting with private sector entities. Electricity subscribers are classified as follows (i) residential units (houses); (ii) commercial; (iii) industrial; (iv) agricultural; (v) public sector.
The Ministry is responsible for (i) electricity generation, transmission, distribution, and infrastructure operation; (ii) ensuring efficient, standards-based network management; (iii) regulating consumption and pricing; (iv) promoting renewable energy; (v) protecting the environment and public safety; (vi) developing staff capacity; (vii) licensing and contracting with private sector entities. Electricity subscribers are classified as follows (i) residential units (houses); (ii) commercial; (iii) industrial; (iv) agricultural; (v) public sector.
