Abstract
This Act: (1) qualifies irrigation networks; (2) provides for the management and maintenance of irrigation and drainage networks, including natural rivers and water basins; (3) provides for the establishment of a public body called the General Body for the Operation of Irrigation Projects; and (4) defines duties of farmers in relation with the management and exploitation of agricultural lands and the use of water.
The Irrigation Network shall consist of: (1) the main streams; (2) the side branches and connecting channels; (3) the secondary streams carrying water from branch streams to farm streams and (4) arm streams. Drainage systems are classified accordingly. The General Body for Irrigation shall be responsible to maintain natural rivers, the main drainage, and main and branch streams of at least 400 litres a second. The farmers shall be responsible for the maintenance minor systems and the systems on his land. Section 5 provides for the appointment of water observers which shall supervise the distribution of water. Section 6 lists various restrictions on the use of water by farmers.
