Abstract
This Poverty Reduction Strategy is a sectoral nationwide document aiming at reducing poverty by enabling the poor to live healthy, productive lives as active members in society. To reach the aforementioned overall goal, the Strategy has set up the following six strategic outcomes (i) a higher income for work; (ii) improved health status; (iii) dissemination and up grading of education; (iv) a better living environment; (v) effective social protection; and (vi) less inequality between poor women and men. The four main elements highlighted are (1) creating employment and jobs for the poor, which requires combined efforts by government, the private sector and civil society; (2) empowering the poor to be able to exercise their economic, social and political rights, make decisions affecting their lives, to be aware of their problems and needs; (3) building the capacities of the poor to qualify them for work and increase their productivity; and (4) establishing an effective social safety net in which the private sector and civil society take part.
To help eliminate hunger and malnutrition, the PRS envisages (i) an efficient distribution mechanism ensuring access of target groups to food items; (ii) re-introduction of school feeding programs for primary schools; and (iii) reform of food ration system to meet the requirements of the social protection, through the activity of a Food Ration System Reform Committee.
Programs to train farmers on modern agriculture and irrigation techniques are proposed in order to make agriculture more productive and sustainable.
Main interventions to reduce rural poverty are (i) review of agricultural legislation and policies in favor of poor farmers; (ii) implementation of lending programs for income-generating projects; (iii) establishment of effective employment offices in rural areas; (iv) supply potable water and sanitation services to poor areas; (v) dissemination and upgrading of education for the poor giving priority to the construction of schools in poor areas and training of teachers and instructors in rural areas; and (vi) development of cooperation framework with the private sector to urge it support vocational rehabilitation programs in rural areas.
To enable more inclusive and efficient agricultural and food systems, the Strategy promotes (i) programs for addressing the causes of low enrollment rates for girls (in elementary, intermediate and secondary school); and (ii) organization of awareness programs targeting women, especially in rural areas, to abide by the social security system.
As for the Governance, the Strategy implementation will be achieved through an institutional mechanism comprising the following structure (i) an High Steering Committee for the Poverty Reduction Strategy with tasks mainly of a decisional and directive nature, and (ii) an High Committee for the Poverty Reduction Strategy to follow up the Strategy implementation process and report on it at central, regional and local level.
