Abstract
This Law consisting of 120 articles is the main legislation that regulates procedures regarding animal health.
Chapter I regards the Veterinary measures that need to be taken at the border which include (i) the presentation of a Health certificate attesting to the health of the area of origin of the animals, number of heads, and other information specified in article 2; (ii) establishment at the entry points of specialized areas to accommodate animals; (iii) mandatory quarantine for animals not accompanied by a health certificate; (iv) measures in case of animal disease; (v) rules for products' packaging, including food products; (vi) ban on importing animal products harmful to human health; (vii) ban on importing animals from a country where diseases are widespread, with specifics regarding the types of disease and the days of duration of the ban.
Chapter II deals with general measures to be taken when a disease breaks out within the country, including (i) the authorities who must be informed; (ii) veterinary measures; (iii) control and isolation of sick animals; (iv) prohibition of entry and exit of other animals from the area; (v) duties of the veterinarian.
Chapter III deals with specific measures to be taken when a disease breaks out within the country, such as measures to inform the authorities and the population of the affected and neighboring villages, signs to be placed along the road, entry, exit and contact between animals, vaccination, leather processing, measures to be taken by the veterinarian, duties of the animal owner, quarantine declaration, rules for slaughter, rules for grazing healthy animals.
Chapter IV regards Law enforcement and disease control. Animal collecting and market is the subject of Chapter V and deals, among others, with means of transport, necessary certificates, rules in case of the appearance of diseases, and inspection of the flocks. Chapter VI focuses on animal disinfection and sterilization which for infectious diseases takes place under the control of veterinarians and includes all vehicles, places, waters, and roads at risk of contagion.
Chapter VII provides the rules for inspection of slaughterhouses, which must take place before and after slaughter, and the rules that must be followed during slaughter. In addition, veterinarians must keep a record of all inspections conducted before and after slaughter. Veterinary practice, as for Chapter VIII, can be practiced only by those who have received the permission of the Ministry of Economy and Transport who will also choose the areas in which they can practice it. In any case of illness, veterinarians must inform the authorities as soon as possible.
Chapter IX prescribes the rules for the movement of clans from one area to another inside and outside Iraqi territory, which includes the request to the local administrative authority, ascertaining the state of health of the animals by the veterinary authorities and release of health certificates, notice to the authorities of the possible lack of animals to verify that it is not due to disease. In addition, one must follow the established path, where there are veterinary centers.
To supply animals and their products to stores from foreign countries, the rules to be followed are in Chapter X and they are (i) permits by local authorities; (ii) medical procedures performed on animals; (iii) notice to customs authorities; (iv) presence of veterinary certification or alternatively quarantine of the animals.
