Abstract
This Regulation establishes the procedures and requirements for designating, managing, and utilizing “exclusive reserves” (private or community-managed natural areas) for sustainable hunting and fishing in Iran. It defines key terms, eligibility criteria for applicants (both individuals and legal entities), and the process for proposing and approving exclusive reserves based on ecological capacity and wildlife status, with coordination among the Department of Environment, Ministry of Agriculture, and other relevant bodies. The Regulation mandates regular wildlife population surveys, sets out grounds and procedures for permit suspension or revocation in case of violations, and prohibits transfer of permits. It also requires environmental and safety measures, including crisis response (e.g., drought), and stipulates that all activities must align with national conservation goals and legal rights of local stakeholders.
