Abstract
The "Law on Permanent Provisions of the Country’s Development Plans" highlights critical measures to foster economic growth and address challenges in agriculture, livestock and mining sectors in Iran. Firstly, it mandates collaboration between the Chamber of Commerce, Industries, Mines, and Agriculture with the Central Cooperative Chamber and National Council of Guilds to identify and rectify laws hindering production and investment. This includes continuous engagement with nationwide production and export associations to assess issues such as legal obstacles, incomplete law enforcement, and proposals for reforms aimed at enhancing economic security, protecting property rights, and promoting sustainable agriculture and mining practices. Secondly, the law mandates the allocation of a portion of net profits from Chamber of Commerce and Cooperative Chamber members towards supporting these sectors annually. This financial commitment aims to bolster private and cooperative organizations in fulfilling their legal obligations, fostering investment, and improving production efficiency in agriculture.
The Law further elaborates on the duties and composition structure of the Supreme Council of Health and Food Security. Among duties of the Council reference could be made to policy-making for enhancing health and food security and reviewing and approving plans, providing measures, and implementing policies related to health and food security. The council is further responsible for determining and monitoring key indicators of health and food security, approving national standards related to health for large-scale development projects, approving comprehensive and universal service plans for health and food security and approving monitoring mechanisms and responding to monitoring reports. The text further provides for controlling and monitoring the quality of agricultural and livestock products and declaring the levels of chemical contaminants in products offered to the market. The Law requires for establishment of legal means to preventing the distribution of unauthorized substances to safeguarding the health of the population.
The focus of the text primarily revolves around economic regulations, investment, legal frameworks, private and cooperative organizations, foreign exchange, and various economic sectors such as agriculture and industries. The law's provisions underscore a comprehensive strategy to overcome regulatory barriers, stimulate economic growth, and ensure sustainable development in Iran's agriculture, and mining sectors. By promoting legal reforms, enhancing financial transparency, and supporting private sector initiatives, the legislation aims to creating a robust legal framework that fosters sustainable development and economic growth in Iran's mining, agriculture, public health, food security and related industries.
