Regulation of the Law on Waste Management.

The present Regulation – consisting of 39 articles – enforces the Law of 29 May 2004 on Waste Management.In order to coordinate the relative entities of the afore-mentioned Law, the Regulation establishes the National Committees with Branches for each Province. The Ministry of Interior is obliged to provide a data bank on management of ordinary urban waste and agricultural waste. Individuals and companies engaged in constructions in urban or rural areas shall separate their construction waste from ordinary one. The Ministry of Economy shall prevent importation of any products which has special unauthorized waste. The Standard Institute shall determine standards for recycled paper and plastic and their authorized use, for fertilizers obtained from agricultural waste and for the relative installations and equipment.
All producers and distributers shall report the amount and specification of their special waste. All veterinary waste is considered as special agricultural waste. The Department of Environment is the responsible authority to determine the appropriate landfill for special waste. Burning waste in open places is prohibited. All trans-boundary movement of waste are under the rule of the Basel Convention and disposal of any marine waste is under the rule of the fifth Annex of the MARPOL Convention.
