Abstract
The Regulation enforces the National Disaster Management Organization Status. The Regulation consists of 35 articles divided into 8 chapters: General Provisions (I); Duties of the Ministries and Departments Relating to Disasters (II); Secretariat (III); Members and Duties of Coordinating Committee (IV); Specialized Working Groups (V); Financial and Administrative Provisions (VI); Insurance (VII); Miscellaneous Provisions (VIII).
The Interior Ministry is the responsible authority to identify and notify emergency situations in national and regional level. Management of the activities in response to disasters is duty of the National Disaster Management Organization. The function of Coordinating Committee includes coordination between four different stages of disaster management cycle, determination of educational, cultural and advertising programs in addition to supervision of the specialized working groups. The Disaster Management Organization consists of 14 specialized working groups on telecommunication, health, transportation, security, drought, earthquakes, flood, etc. The Act obliged the Organization to increase the disaster insurance with main priority on victims of flood, earthquakes, frostbite, drought as well as agricultural pests and animal diseases.
