Abstract
This regulation governs the production, importation, marketing, registration, certification, labelling and control of fertilisers, soil improvers, growing media, composting agents and plant growth substances sold in Iceland. Its purpose is to ensure adequate product quality without creating unnecessary barriers to trade. It defines key product categories such as fertilisers, soil-improving substances, growing media, organic fertilisers, liming materials, plant nutrients and sewage sludge, and prohibits the importation or sale of products that do not meet the regulation’s quality requirements or that may be dangerous to humans, animals or plants. Products containing sewage sludge, livestock manure, organic waste or similar materials must be treated so that they do not create infection risks, and products must have demonstrable effects.
The regulation requires producers and importers to notify the competent input-control authority, register products before marketing, provide information on composition, active substances, labelling and treatment methods, and report annual sales and cadmium quantities. It sets detailed rules on product declarations, Icelandic labelling, nutrient content, EU fertiliser designation, trace elements, liquid fertilisers, fertiliser mixtures, ammonium nitrate fertilisers, cadmium limits, biuret and chlorine content, and permissible analytical deviations. It also provides for exemptions, official sampling and supervision, advisory support by the seed and fertiliser committee, inspection fees, and penalties.
