Regulation No. 430/2021 on general support for agriculture.

This Regulation lays down the rules for general agricultural support in Iceland under the framework agreement on the general operating conditions of agriculture. It defines eligible recipients as registered agricultural producers in Iceland meeting specified farm, residence, VAT and activity-code requirements, and regulates several categories of support: breeding projects, cultivation grants, land payments, compensation/support for damage caused by swans and geese, new entrant support, organic conversion support, goat farming payments, investment support in pig farming, and development funds for horse, cattle and sheep farming. It also establishes application procedures, reporting duties, eligibility criteria, assessment methods, payment arrangements and maximum support levels for each category.
The regulation gives the Ministry and relevant bodies, including the implementation committee for agricultural agreements and sectoral advisory councils, responsibility for administering, prioritising and monitoring support schemes. It requires applications to be submitted electronically, often with farm data, maps, cost estimates, business plans or expert documentation, depending on the support type. It also includes provisions on inspections, use of satellite or field verification, staged payments, final reports, repayment of overpaid or misused funds, reduction or cancellation of support where conditions are breached, and penalties under agricultural legislation.
