Regulation No. 80/2016 on the welfare of pets.

This regulation sets minimum welfare standards for pets in Iceland, aiming to ensure their health, proper care, housing, feeding, handling, and ability to express natural behaviour. It applies to dogs, cats, ornamental fish, rodents, rabbits, cage birds, and other companion vertebrates, excluding certain farmed animals. It gives the Icelandic Food and Veterinary Authority supervisory responsibility and requires owners and operators to have adequate knowledge, provide food and water, prevent disease, avoid cruel treatment, ensure veterinary care, microchip dogs, cats and rabbits, and follow rules on transport, euthanasia, breeding, training, equipment, and housing
The regulation also contains species-specific welfare rules for dogs, cats, rabbits, rodents, birds, and ornamental fish, including requirements on space, supervision, exercise, breeding, young animals, outdoor keeping, cages, aquariums, lighting, temperature, and enrichment. It further regulates pet-related businesses such as pet hotels, day care, shelters, grooming facilities, rehabilitation services, exhibitions, animal rental, and pet shops, requiring notification to the authorities, record-keeping, hygiene, disease prevention, safety measures, and written information when animals are sold or transferred. Violations are subject to penalties under Iceland’s Animal Welfare Act.
