Abstract
Decree No. 100/2016 establishes regulatory criteria for granting authorisations for the artificial recharge or augmentation of groundwater bodies in order to achieve environmental quality objectives set by Legislative Decree No. 152/2006. The decree defines key concepts such as donor and receiving groundwater bodies, controlled recharge, and direct or indirect recharge techniques, and delineates the environmental conditions under which such interventions may be authorised. Controlled recharge may be permitted for groundwater bodies not in good status, or for those formally classified as good but showing sustained trends of pollution or quantitative stress. The regulation specifies qualitative requirements for donor waters, whether of surface or groundwater origin, and requires that recharge activities do not compromise the status of donor bodies or hi nder the achievement of environmental objectives. The regulation assigns central responsibilities to regions and autonomous provinces for identifying suitable groundwater bodies, selecting appropriate donor water sources, and integrating recharge measures into district river basin management plans. Authorisations are subject to environmental impact assessment rules and must include detailed technical prescriptions, monitoring obligations, and safeguards to ensure the protection of both public health and aquatic ecosystems.
