Decree of the President of the Council of Ministers 11 March 2020 on further implementing provisions to the Decree-Law 23 February 2020, n. 6 on urgent measures regarding containment and emergency management of the epidemiological emergency from COVID-19, applicable on the entire national territory.

DPCM 11 March 2020 introduces nation wide measures that aim at containing COVID-19 outbreak and impact the retail business sector, food industry, professional and productive activities. Art. 1, 1) introduces a nation wide general ban of all retail business activities done exception for the sale of food and articles for basic human needs, as listed in Annex 1. Regardless of the type of activity carried out, the markets are closed, with the exception of food markets. In any case, the interpersonal safety distance of one meter must be guaranteed.
Art. 1, 2) in regard to dining industry services such as bars, pubs, restaurants, ice cream shops, patisseries are suspended done exception for canteens and continuous catering on a contractual basis, which they guarantee the interpersonal safety distance of one meter. Only catering with home delivery is allowed .
Art. 1, 4) there will remain guaranteed, in compliance with hygiene-sanitation rules, activities and services in strategic sectors such as agricultural sector, zootechnical, agro-food processing including their supply chains for goods and services
Art. 1, 7) and 8) In regard to productive activities and professional activities it is recommended smart working, incentive of holidays and paid leave for employees, suspension of activities not indispensable for production, adoption of anti-contagion safety protocols and, where it is not possible respect of the interpersonal distance of one meter as the main containment measure, and use of individual protection tools; sanitation of the workplace is encouraged. Employers are recommended to use forms of social safety nets for this purpose. For production activities only, it is also recommended that movements within the sites and access to common areas is limited
Time in force and derogation of previous DPCM: The provisions of this decree have effect from date of March 12, 2020 and are effective until March 25, 2020; where incompatible with the provisions of this decree, the measures of the DPCM 8 March 2020 and DPCM 9 March 2020 cease to have effect.
