Law Decree 1 March 2021/22 on Urgent provisions on the reorganization of the powers of the Ministries.

This Law Decree amends the legislative decree 30 July 1999, n.300 on the reform of the government organization. In particular it amends paragraph 1 of article 2 by substituting point 8 with provisions instituting the Ministry of Ecological Transition.
Chapter 2 at article 2 of the Decree is dedicated to provisions concerning such Ministry. Particularly, it specifies that the previous Ministry of the Environment and the Protection of the Territory and the Sea is renamed "Ministry of Ecological Transition".
The Decree establishes that the Ministry of Ecological Transition is in charge for functions and duties related to sustainable development and to the protection and enhancement of the environment, territory and ecosystems.
It further specifies that the Ministry is in charge for the identification, conservation and enhancement of protected natural areas, the protection of biodiversity and biosecurity, fauna and flora, the implementation and management of the defense of the sea and of the coastal environment. Also the Ministry is responsible for the definition of objectives and national guidelines in the energy and mining sectors, for the authorization of installations, even located at sea, for the production of energy from renewable sources, for the relations with international organizations and European Community in the energy sector. It sets measures concerning alternative fuels, air quality, policies to counter climate change and to foster sustainability through technologies for the reduction of emissions of greenhouse gases; waste management, reuse and recycling and circular economy; water resources management; promotion of national and international sustainable development, efficient resources management policies; coordination of measures to counter environmental damages and restoration of polluted sites; monitoring and recovery of environmental conditions in accordance with the fundamental interests of the community; territory defence and use-planning. The Decree provides for the human and financial resources intended for the performance of the functions of the Ministry.

The Decree also institute the Interministerial Committee for the Ecological Transition (CITE) with the task of ensuring the coordination of national policies for the ecological transition and related programming and of approving the Ecological Transition Plan.
