The decree enhances the authority of the designated commissioner overseeing urban wastewater projects, enabling operations under special conditions that bypass certain legal provisions, except criminal laws and regulations related to anti-mafia measures. It also stipulates streamlined processes for environmental impact assessments, ensuring expedited decision-making while maintaining compliance with European Union regulations. Further provisions pertain to projects within sites designated as part of the Natura 2000 network, establishing clear timeframes for environmental impact evaluations. In cases of prolonged delays, executive powers may be reassigned to ensure timely resolution. Moreover, negative evaluations of certain projects may still allow their progression under exceptional circumstances of significant public interest, subject to EU directives. Finally, the Decree revises existing regulations regarding the reuse of wastewater, emphasizing the formulation of specific criteria and conditions through collaboration among governmental agencies.
