Abstract
With a view to ensuring the quality of the product and preventing the occurrence of residues of certain additives in animal products or of high levels of certain undesirable substances which might result from defective manufacture, all manufacturers and intermediaries of additives, premixtures as well as compound feedingstuffs shall be approved or registered on the basis of standard, specific criteria. Articles 2 and 3 provide for the approval of establishments and intermediaries operating in the animal feed sector. Articles 7 and 8 concern the recognition of the above-mentioned establishments and intermediaries. For the manufacturing, marketing and distribution of certain feedingstuffs (fully defined by Annex I, Chapter I.1.a to this Legislative Decree) the approval or registration is compulsory. The competent authorities shall undertake the necessary control measures to ensure the compliance with this Legislative Decree. Article 15 establishes the penalties to be applied in case of infringement. Two Annexes are attached. Annex I concerns the minimum conditions to be met by the establishments and intermediaries. Annex II contains the specimens of the register of approved establishments and intermediaries and of the list of registered establishments and intermediaries.
