Abstract
This Decree makes sanitary provisions for the disposal and/or processing of waste of animal origin, for the production of feedstuffs, and for the placing on the market of waste of animal origin not intended for human consumption. The Decree is divided into the following five Chapters: General provisions (I); Processing of waste of animal origin and placing on the market of final products (II); Checks and inspections to be carried out on processing establishments (III); Checks and inspections by the Community (IV); Final provisions (V). The Decree draws a distinction between materials with a high risk and materials with a low risk of contamination. On the basis of said distinction, different sanitary rules and precautionary measures are established for the disposal and processing of the materials. The owners and any person in charge of the establishments have the obligation: (a) to identify and control the critical points; (b) to carry out periodical tests in order to verify the compliance with the requirements established in the Annex; (c) to report on, and keep record of, the results of the inspections. Additional inspections shall be carried out by qualified personnel according to the procedure set out by the European Community.
