Abstract
The Decree is divided into 33 articles and 5 Annexes. It repeals all the preceding legislation regarding the issuance of fishing licences and covers all the different types of commercial fishing (coastal fisheries, deep-sea fisheries, small-scale fisheries, etc.). The Decree establishes the procedure to be followed and the requirements for the application, granting, renewal and duration of the fishing licences. With a view to ensuring the rational exploitation of the biological resources of the sea, the fishing methods allowed are grouped into homogeneous categories listed in article 2. The issuance of the fishing licence is subject to a prior inspection of the Ministry of Agriculture, Food and Forestry Resources. The Annexes show specimens of the fishing licence, the application form, the authorisation by the Ministry and the monthly report that has to be submitted by the operators for statistical purposes.

The deadline for the payment of the fees established by article 30, paragraph 1, letter e), of the Decree has been postponed to 30 November 1997 by Ministerial Decree of 29 June 1997 (G.U. No. 156 of 1997).This version is consolidated until 27 February 1998.
