Abstract
The Decree aims at the protection of air quality throughout the whole national territory, for the purposes of protecting at the same time human health and the environment. The protective measures hereby established shall apply to: (a) all plants and installations which might release emissions into the atmosphere; (b) fuels and their utilization. The Decree fixes limit values and value guidelines relating to pollutants and sets out measurement, analysis and assessment methods. Without any prejudice to the competences belonging to the Central Government, the Regions shall be in charge of the protection of environment against air pollution. Article 4 lists out the specific tasks which pertain to the Regions. The regional authorities shall be responsible for issuing the authorizations required to operate certain industrial plants and installations.
