Abstract
This Decree (consisting of 165 articles) establishes the sanitary procedures to be followed in order to avoid the spreading of animal diseases.
The Decree applies to certain animal diseases of cattle, swine, sheep, goats, horses, buffaloes, poultry, bees and fish listed in article 1. It states the mandatory notification to the Mayor in any case of contagious animal disease (even if only suspected) by the veterinarians and any other person entitled to this established in article 2, and states all the information to be provided in said notice. The Decree establishes also the measures to be taken after the diagnosis by the veterinarian appointed by the commune concerned (e.g., registration of the animal, isolation of the infected animals and other quarantine measures, disinfection, proper treatment of the animal waste, etc.). With a view to prevent and arrest the spreading of the disease, the Prefect may establish protection areas which may involve also several communes. The Prefect may, except in the case of bovine pest and contagious pleuro-pneumonia, for slaughtering purposes or other emergencies, allow the transport of animals out of the protection areas, provided the latter is performed with all the adequate precautions.
Markets, fairs and animal shows are subject to the surveillance by the veterinarians for the purpose of preventing the spreading of contagious diseases. A report of said survey must be submitted to the Mayor and to the Prefect of the Province.
When the potential hazard of an outbreak or spreading of a disease is detected, the market may be suspended or the introduction of certain animal species prohibited by the Prefect. Similar surveillance is stated for other establishments that could be exposed to the spreading of diseases (e.g. stables, equestrian circuses, homes where dogs are bred for trade or training purposes, zoos, establishments for the processing of animal products, etc.).
The Decree states the issue of an authorization by the Supreme Commission for hygiene and public health, and all the sanitary measures to be taken for the transport, import, export and transit of animals and animal products. Specific measures are implemented with respect to certain diseases, e.g. pleuro-pneumonia, bovine pest, rabies, tuberculosis and brucellosis. As far as apiary diseases are concerned, the Decree prohibits the extraction of honey and wax and establishes the fumigation and disinfection of the hives. The Decree concerns also the hygiene measures to by taken in order to avoid the spreading of fish diseases. Any activity pertaining to industrial and agricultural pisciculture is subject to veterinary checks according to article 159.
