Abstract
This Law consisting of 36 articles aims to organize and regulate the autonomous institution of Amman Municipality which enjoys the same privileges and facilitations granted to ministries and official public institutions. The Council of Ministers, based on the recommendation of the President, has the authority to define, expand, or limit its scope by issuing a decision published in the Official Gazette. Articles 4 - 10 deal with all the matters concerning the City Council whose tasks and responsibilities are indicated in article 11 regarding budget approval, development projects, financial investments, and community services aiming to ensure financial transparency, strategic urban development, and community engagement while maintaining regulatory oversight. The main actions undertaken by the Municipality concern (i) urban planning, infrastructure development, public services, and environmental management; (ii) preparing strategic and development plans aligned with national policies, drafting annual budgets and final accounts, and coordinating city planning with relevant authorities; (iii) overseeing zoning, road planning, preservation of cultural heritage sites, and naming of streets and neighborhoods; (iv) regulating land use, construction permits, professional licenses, public advertisements, and property valuation; (v) monitoring illegal buildings, managing public property, and overseeing land expropriation for public interest; (vi) road infrastructure, ensuring public safety, and coordinating with service providers to manage utilities like electricity and water; (vii) regulating traffic, enhancing public transportation, and maintaining wastewater drainage systems; (viii) managing cemeteries, public markets, slaughterhouses, solid waste disposal, and environmental health, including pest control and stray animal management; (ix) overseeing parks, green spaces, and urban aesthetics while fostering sustainable development and community projects.
Under Article 14, the Municipality, in coordination with relevant authorities, (i) creates an attractive and sustainable investment environment by attracting investors, developing and upgrading its facilities, and establishing investment arms to manage and utilize its assets; (ii) oversees the organization of locations for schools, universities, libraries, cultural and sports clubs, hospitals, places of worship, parks, and other public service areas; (iii) regulates the provision of essential utilities such as electricity, gas, water, and telecommunications, including determining the locations for power and water distribution infrastructure; (iv) is responsible for crisis management, taking necessary measures to protect lives and property from natural disasters such as floods, fires, and snowstorms, while also providing relief to affected individuals; (v) ensures the preservation, protection, and utilization of heritage and sovereign sites. Under Article 15, the Municipality is also responsible for the supervision of businesses, professions, crafts, and industries, as well as the supply of food and water. Additionally, it regulates advertisements, noise pollution, and activities that may be harmful to public health and safety.
The City Manager serves as the head of the Municipality's Administrative and Technical Body, overseeing operations and ensuring their proper execution. The final articles of the Law address the Municipality's financial matters.
