Abstract
These Regulations, consisting of 14 articles, are designed to regulate and oversee the operation of slaughterhouses in the Greater Amman Municipality. Article 3 outlines the responsibilities of slaughterhouses, including: (i) slaughtering and processing animals; (ii) inspecting, supervising, and approving meat for human consumption; (iii) disposing of spoiled meat in all its forms; (iv) monitoring meat slaughtered and processed by private slaughterhouses distributed within the Municipality’s jurisdiction; and (v) requiring the Director of Slaughterhouses to hold at least a bachelor’s degree in veterinary medicine. Article 4 specifies prohibited actions, which include: (i) slaughtering and processing animals or poultry outside licensed slaughterhouses; (ii) selling, trading, or storing fresh or vacuum-packed meat without prior inspection and approval from veterinary authorities for sale or consumption, along with the appropriate stamping, payment of required fees, and disposal of spoiled meat; (iii) acquiring live animals or poultry to sell their meat for human consumption within the Municipality’s economic establishments. Under Article 6, the Municipality is responsible for collecting fees for slaughterhouse services as specified in the attached Annex.
Additionally, the Regulations address the following matters: (i) the Municipality may collaborate with public or private entities or other organizations to supervise, maintain, and provide services to slaughterhouses, ensuring adherence to international standards for service and product quality, and may adopt external regulatory systems for slaughterhouses; (ii) no one is permitted to work in slaughterhouses without an entry permit from the director; (iii) the Director may temporarily suspend or revoke the license of anyone working in the slaughtering profession; (iv) the Municipality is authorized to regulate wholesale sales within the meat market of slaughterhouses, oversee the display and storage of meat, manage wholesale sales permits, and address all related matters.
