Regulation No. 20 of 2025 - Wholesale Markets Regulation for Horticultural Products of the Greater Amman Municipality.

This Regulation, comprising 16 articles, provides that the market is established by a decision of the Council. It further stipulates that fixed cold storage facilities used for the preservation and storage of horticultural products, as well as the banana ripening facility, constitute integral parts of the market, together with export yards and subsidiary markets established by the Municipality. Article 4 establishes a Market Management Committee responsible for supervising and managing the market. Its functions include organizing market facilities, determining working days and hours, and ensuring the proper functioning of market operations. The Committee also coordinates the establishment of wholesale and local markets, allocates space for the handling and export of horticultural products, and oversees market activities, workshops, and promotional programs. In addition, it sets packaging standards for horticultural products and maintains an electronic database containing information on market transactions, market participants, and the types of locally produced and imported horticultural products traded in the market. The Market Manager, appointed by the Municipality, is responsible for implementing the Committee’s decisions and preparing the market’s draft budget, annual report, and financial statements for approval. The Manager may also recommend granting judicial officer status to market employees and has the authority to suspend the operation of facilities that violate applicable regulations. Under Article 9, wholesale and retail sales of horticultural products outside the market or its electronic platform are prohibited. This restriction also applies to resale activities and to operations related to wholesale trading and banana ripening facilities. The Market Directorate oversees cold storage operations, with exceptions granted for products subject to pre-export contracts and for perishable or processing products approved by the Committee under specific conditions. Article 11 stipulates that agents operating in the market must be Jordanian nationals and hold a professional license. Their commission may not exceed 6% of the actual wholesale sale value, which is determined by a committee chaired by the Market Director and composed of two market employees. Finally, Article 13 specifies the fees to be collected by the Municipality on horticultural products traded in the market.
