Regulation No. 58 of 2020 - The Strategic Stockpiling System for Crude Oil and Petroleum Derivatives issued pursuant to Paragraph (D) of Article 3 of the Petroleum Derivatives Law No. 11 of 2018.

Consisting of 9 articles, these Regulations set forth guidelines for the strategic reserve of crude oil and petroleum derivatives, aiming to secure the supply for Jordan during emergencies. They set rules for the three main involved actors (1) the Ministry; (2) the Energy and Minerals Regulatory Authority; and (3) the companies. The Ministry collaborates with relevant authorities and is responsible for managing the strategic stock, which includes (i) maintaining necessary measures for a strategic reserve of petroleum derivatives and liquefied petroleum gas using designated storage capacities; (ii) withdrawing quantities from the strategic stock for recycling purposes as deemed appropriate by the Ministry; (iii) any additional tasks or powers related to strategic stock management are assigned by the Council of Ministers. The Authority assumes the following duties and powers (i) in coordination with the Ministry, follow up the strategic reserve of petroleum derivatives and crude oil; (ii) cooperate with participants in the supply chain to implement any emergency plan for supplying petroleum derivatives developed by the Ministry; (iii) determine the procedures for implementing the emergency plan for the petroleum derivatives supply chain after its approval in detail; (iv) review and amend the emergency plan in the first half of each year in coordination with the relevant authorities and companies. While the company is responsible for safeguarding the government's strategic stock, providing storage services for interested companies, preserving the quality and specifications of the strategic stock during storage and transportation, and developing a plan for recycling the government's petroleum derivatives stock.
