Strategic Plan for the years 2018-2020 of the Jordan Valley Authority.

This JVA Strategic Plan is a sectoral document aiming at taking a planning approach to efficiently direct financial resources to achieve its institutional goals. The plan, prepared through the use of PESTEL and SWOT analyzes, attributes to JVA the following Mission, of (i) properly managing, developing and protecting water resources, shared waters and lands; (ii) preserve the particular environment of the Jordan Valley; and (iii) follow the commercial principles to complete comprehensive investment projects, in order to accomplish the envisaged Vision of a sustainable management of water resources and territories of the Jordan Valley according to the principles of good governance. The document contains national objectives (such as Water supply security and energy security, making the sector an attraction for foreign investments and the engine of sustainable growth and job opportunities) which the JVA will contribute to achieve through its specific sector objectives. The sectoral objectives identified are as follows (i) increasing water supply capacity and quality; (ii) raising the efficiency of irrigation water systems; (iii) optimize the shared water sources; (iv) adapt to the increasing population growth and economic development across the water sector; (v) a more effective management of groundwater and surface water; and (vi) develop an integrated and coherent framework to organize the water sector in the Jordan Valley.
To make agriculture more productive and sustainable, the Plan focuses on the management of Jordan Valley land and proposes of (i) maintaining and rehabilitating the agricultural roads to contribute to its development; and (ii) allocating land for agricultural purposes.
In order to enhance more inclusive and effective agricultural systems, the document aims to increase the areas covered by irrigation water associations and improve their performance.
